I use mainly cut bait for flatheads in rivers, I found out several years ago that I can catch bigger flatheads on cut bait than live bait..Mainly fresh cut shad. I only catch little ones under 20 -lbs on live bait...Caught several 50's and many 40's and 30's on fresh cut bait mainly shad...But I have tried everything live and cut and here is a list of bait fish I have never caught a flathead on. Now granted some I only used a few times when I could not get fresh shad. Fish I have never caught a flathead on, either live or cut. 1- Bullheads 2-Drum 3-carp 4-white bass 5-walleye-saugeye. Thats about it, now below is a list that I have caught flatheads on, most have been fresh cut. 1-shad 2-smallmouth bass 3-largemouth bass 4- sucker, preferabley northern hog nosed suckers 5- Bluegill 6- warmouth 7- green sunfish 8-gold fish 9- red ear sunfish 10- pumpkinseed sunfish. I catch more flatheads using the heads of the above baitfish, in fact I have caught more big flatheads using the heads of small shad "4-5inches" long than any other bait. But my biggest flathead off 55-lbs did come on a 12 inch smallmouth head. Not trying to start an argument on live vs cut for flatheads, we all have our preferences, but most of you know I prefer cut bait "fresh" in rivers for flatties.
