Not sure what they call them in making perch traps, but for other uses they use hog ring pliers to put small rings around things.

If its what I use to make minnow traps to get food for My tropical fish, ohh and bait. I believe it would be hog ring pliers. They use a kinda sorta staple looking clamping wire. They are used for upholstery work also. You can get them at dang near any hardware store, I know ACE hardware stores carry them.

I think you are looking for "J" clip Pliers. The ones that wrap a metal band around the long corners of the trap. The bands are called "J" clips.
