Replaced the swivel bracket on my Mercury (1982) 18 hp and when I started the motor there was no water discharge. What is the best way to make sure the water tube is set properly when I connect it to the motor from the lower unit?

When reassembling a lower unit, it sometimes is helpful to have a small offset mirror (like the dentist uses) and a flashlight. It is very easy to assemble the unit without the water tubes aligned. When that happens, no water. You also didn't mention if you'd replaced the impeller. Bad impellors mean little or no water.
