It just passed today that there will be "unlimited take" for any species of fish legally angled from now til Jan.
BUT you will still need to purchase a license.

^^this from a person who works for the san carlos game and fish

Just a comment, If the reservation controls the land but not the water would it be feasible at low water times to increase the capacity of the lake by digging a certain portion of lake deeper. Reading about the depth being only 15 to 20 feet deep, probably to much red tape and not enough interest?

digging it deeper wont equate into more water, just different allocation of how the water looks.... and your correct, they woudlnt spend the time or the money to do that either...remember, these lakes are not what we want from them, a fishery.....they are to hold water for irrigation and electrical purposes.

the fishery just happens to be a by product of this... game and fish nor the tribes game and fish have any say about the water

That is exactly right. The Army Corp of Engineers dictates the flows.

Three or so hours East of where you live! Take US 60 out towards Globe, go through Globe, then take US 70 East for about 25 miles, then take Indian Road three south for about nine miles. Make sure you stop in Globe at the Express Stop (Blue and Orange), on the North side of the road to get your boat permit, and fishing license, it is on the Reservation.
