The white ugly stick (10-30) lb. I have a penn reel spooled with 60lb test line. Could i potentially break my rod by using heavier line when catching a big catfish.

I wouldn't be overly worried, just don't lock your drag down as tight as it will go, and be careful not to put too much pressure on it when you snag up. In reality that rod will take a lot of abuse, and I routinely use 65-80lb braided line with mine. The drag on most reels will slip at 12-18lbs of pressure anyway, whether you are using 25, 60 or 100lb line, so the tensile strength of the line rarely comes into play when you are talking about catfish caliber fishing rods.
