Sometimes on my rigs the tip of the rod will calmly bend down repeatedly about 6". I'll eventually try to set the hook but nothing will be there. Am I fishing in a turtle hole?

Take a look at your bait, turtles will bite chunks out of it.
You are lucky thats all that happens. My pond has 10 to 15 pound softshell turtles in it and they will take a 4 or 5 inch bream and run off with it.

try smaller bait and hooks and let it sit there alot of times a turtle cant get the hook in his mouth especially painted turtles . He will eventually get it in his mouth and alot of times walk the bait back torwards you
