Are you allowed to set lines for so called game fish, like bass and walleye in ohio..If not why?

I hesitate to post because I am not from Ohio but I saw this on the new
posts section. In Alabama someone with a commercial license can not
keep or possess game fish. Game fish cannot be sold. Someone with
a regular fishing license that catches game fish by any legal means may
keep his fish.
I don't imagine it would be very affective. If it were, you could bet it would be illegal. It's why live bait is illegal for alternative methods in some states... it could attract game fish. The whole Idea for legalizing these methods is to remove the catfish. A CPR alternative fisherman defeats the whole idea of making these methods legal.
Limb lines are a legal means to fish for any legal fish in Ohio. Nowhere in the laws does it say catfish only.
Going to sit this one out an with all honesty, I cannot understand the way or the means by which each law is written.
