The tach should have a setting on the back of it. It will have a little flat knob that has some numbers. 2,4.6.8. and so on.

The setting is determined from the amount of poles located on the stator under the flywheel. The only way to test that tach is to try another tach that you know is good and set for your engine.

Is this a new problem or did you just get the boat and noticed the tach wasn't reading right. I would check the terminals on the back of the tach and make sure there wasnt any bare wire or corrosion anywhere. If you dont find corrosion or shorts its probably just a bad tach.
