I have caught some small flats in the evenings using a spinnerbait, usually about 4 feet off the bank is when they hit, other than that never had much luck, other thatn catching channels in a pond, but thta really doesnt count.

At Waconda lake they use spinner baits and spoons along the rocks on the dam during the spawn. I have never tried it, but I have seen them catching cats that way.

Try crawdad colored crank baits in the rip rap during the spawn, it works!

Flatheads and blues have been known to hit crappie jigs and causing some
thrilling but one sided fights. Most crappie anglers have a story about being
towed by some unseen monster half way across the lake until their own rod
hits them in the forehead accompanied by a sound not unlike a 22 rimfire.
So, some of the young turks out there have been having success using
scented swimbaits developed for bass fishing. Get one of the big ones and
put it on as light a line as you can dare use with Mr. Whiskers looking
and wind drift the face of the dam, tapping the rocks from time to time.
People will probably laugh themselves crooked at you until you connect
one day.Try a medium depth flat and see what you dredge up. Of
course, the wiseguys will tell you if you catch a bass you can use him for bait like any
sensible fellow would. Chances are it will be a race between a striper and
one of the huge brutes we seek as to who will chew on the new toy.

I've caught big channel cats on a plastic worm rig while bass fishing and a couple more on crank baits. I was always fishing for bass when I did it. However, this was a rarity and never anything consistent. As far as targeting them with lures, I believe it would be a waste of time, you'll catch more other fish than cats. The ones I caught on lures were just chance encounters.
