Took the boat out and it seemed like it was harder to steer than normal..Is it possible that the "arm" may need greased or oiled?? If so what type of grease or oil is good to use...WD40???

What arm are you asking about?

The one that goes the direct you turn on the back of the motor...Its like a metal rod that goes in and oout of a sleve

Right, the end of the steering cable.

Disconnect it from the linkage connected to the motor. If the motor pivots easily, then get the cable end out of the tube and you can use a 12 ga bore brush and one length of cleaning rod in a drill and ream out the tube.

You never gave full information on the boat and motor, so I'm just going to say, many boats have to have the motor taken off in order to get the cable out. If yours doesn't, that's fine, but if you can't get the cable out and just lube it, it's like changing half the oil in your car. it won't last.

Test for ease of movement in the cable by just seeing how easy it is to move the steering wheel.

Look for cracks and rusted housing on the cable.
