Ken each state has different criteria. The bigger debate is keeping the catfish alive and the release of trophy cats for display that eventually die in display tanks.

Certified scale(s) and DNR on speed dial

Ken, you'll find the trophy citation form here: http://www.dgif.state.va.us/forms/EDUC/EDUC-006.pdf.

Interestingly, last year's fishing regulations for Virginia was packed full of good stuff, including this form and the state record form. I couldn't locate the state record form, and assume that VDGIF will contact you with information on such matters when you register the trophy fish.

This year's regulation package is about half the size, lacking not only the forms, but also the great fish identification and habitat section. I suppose budget cuts are to blame!
