Never fished Va. but in the small rivers I have fished in southern IL. some of the best fishing is during and right after a heavy rain. A rising river seemed to result in good fishing for us.
We have many feeder creeks and one river that feed our lake. For the feeder creeks when we have a good rain and the lake isn't already flooded the mouth of that feeder creek is good for about 1 1/2 days . And the river will be good for a longer time. As the rise from the lake causes the lake to back up in the river watch for current and fish there.
Anywhere from Jones Point Park to Ft. Belvoir area.
