I am afraid I do not know what a Quagga mussel is, but I have used
mussels for bait for years. In the hot summer time mussels die and
float to the top and burst open and this is the best time to use them for
bait. But I have used them at other times with good results. Bust them
open and hook them through their body several times through the tough
part several times. If you open them with a knife be careful, to me they
are harder to open than an oyster. I place them in my open palm and
hit them with a pair of plyers crushing the shell on one side and scrape
them out with a knife. Big carp love them too.
