Sorry for the late reply. I haven’t been here in a while. You didn’t say what brand of engine. As I type, my boat is at Rugged Marine. They’ve serviced my boat (Yamaha) a couple of times and done a great job.
It’s a 2 stroke 30 HP Evinrude made in either 95 or 96 can’t remember. Not sure it’s worth having repaired , it over heated and melted some wires so I don’t believe it will be a cheap fix so I’m debating just buying a new 40 HP but feel I should at least take it to someone to give me an actual repair cost.
I suspect melting wires was an electrical issue not an overheat situation. My guess without seeing it would be constant vibration for 25 years wore through wiring insulation somewhere causing a dead ground short. Once again without seeing it I can't advise the best course of action but if you can cut out the "melted" parts of the wire(s) and splice in new wire of the same gauge using high quality connectors it may be a easier fix than you anticipate. While the heat/smoke may have concealed it, look for a spot worn shiny by a rubbing wire.
The bolts and head appear discolored from where it over heated and where the wires are melted is where they were against the head , although I would be thrilled if it were just an electrical issue

Did the motor shut itself down because it was hot or did you shut it off because it was making a noise and was it still peeing water when it stopped?? To get the head hot enough to melt wires and discolor the head bolts there would have to be something like a water pump failure or a holed piston; basically a blow up.
As Jay said, are you sure the discoloration on the bolts and the head is not down to an electrical short?
One quick way is to remove the spark plugs and examine them. If its blown it will probably have material bridging the spark gap. That still doesn't mean you are out of the woods yet. But this is the first step a mechanic will do and if he sees bridging on the plug . He will look at that piston in particular.with a flashlight. Confirming his analysis.
