not sure its slug damage?

    i put a lil capful of sluggo (what ive called "slug-getta" pellets for years) around all my veggie plants and as expected leaf chewing damage has disappeared. question is this...
    what causes stem damage right around soil level, looks like you took a piece of sandpaper and sanded the little stem with it in a 1/4 inch band girdling the stem? this is all on peppers now but ive had it happen to tomatoes too.
    am about to soak the garden with Talstar so whatever it is will die but what
    specifically is doing this? the stems are not cut in two, not really cut at all, just the outer layer is abraided away?

    Sounds like maybe cut worms.

    i thought of that too but wouldnt cut worms show sign of cutting? i pulled a pepper up out of the ground and no signs of bite marks whatsoever? really a moot point- after today there wont be an insect alive in the garden beds, lawn, or foundation of the hosue.
