Does anyone use a muskie rig were theres a rubber band through the nostrals on a sucker and then hooked onto a snap swivel with a short leader to a 4/0 treble hook in the back? How well does it work?

Welcome to the BOC Nick. Somebody was telling me about rigging like that. I have not tried it myself. I think the saltwater guys also rig baits similar to that. Maybe another member has tried it.

It's called a bridle. I haven't tried it for cats yet, but have used the rig for stripers. Requires a big darning type needle with a gap filed into the eye. Tie your rubber band (I like the ones you buy in Walmart in the ladies hair section- they are tiny and durable) to the bend of your hook, then using the needle run it through the eye sockets or nasal passages. Tie your loose end back to the bend of the hook so the hook sits on the bridge of the fish's nose.
