I have a 2005 25 horse merc tiller motor and it has been acting wierd. When I start it up it will run great and purr, then when I turn the throttle it bogs down real bad and either quits or I let off the gas. After a while it starts running a little better, but not like it use to. One of my buddies said that the "pin and float" was bad. I have no idea what that is but, he said that it was a easy fix. My question is, Should I take it in to a pro and have it check it out? Or should I have my buddy help me change the "pin and floats"?

Its hard to diagnose a problem without doing a compression check and a spark test. Carbs get blamed for a lot of simple to fix problems. For one I would never just replace the needle and seat in a carb , a flot and pen as your friend calls it. I would take it to a shop as they should check all this before fixing anything.
