I catch the smaller Perch on nightcrawlers, is there a better bait or a good method for larger bluegills.

Try crickets or worms on the bottom.

Try fishing a little deeper for bigger fish when the little ones are biting shallow, figured that out on crappie this fall. was catching small ones in 4' went under them to 10' and started to get the larger crappie.

I use a feather jig (red and white) with a bee moth on it that seems to get big ones.

Deeper water, if there is any bigger bluegills in that area then they will be in deeper water just beyond the ones in the shallows.

Have to agree with going a little bit deeper possibly even on the bottom.
