Get an Ego net. They float.

Otherwise, plug all the holes so it is watertight.

Got two Ego nets, one a expandable handle crappie net, and a big one for catfish and sure enough both float. And I bought the rubber net style and it sure does help with keeping the hooks from hanging in the net.
I have filled my old nets with foam and even put some swimming noodles taped on the handles to keep them from sinking as I am always dropping the darn things in the water.

I TAPE ABOUT A FOOT OF POOL NOODLE TO MINE. A BIG CAT WILL SLAP IT RIGHT OUT OF THE BOAT.

I bet like you said foam in the handle .That liquid spray expanding stuff ought to work great.
