I HAVE CHECKED AND FIXED ALL FUEL/AIR LEAKS AND GOT NEW PLUG WIRES ON THIS 1981 115 EVINRUDE . WHEN I RUN THE MOTOR WITH WATER HOSE ATTACHED, IT PERFORMS GOOD. WHEN I PUT IT IN THE WATER UNDER A LOAD, IT BOGGS DOWN WHEN I GIVE IT THROTTLE. IS THE STATOR BAD? IT SOUNDS LIKE THE TIMING IS WAY OFF AND HAS A LIL BACK FIRE.

Steve I have a test that can tell you if the stator or pickup coils inside the stator are bad. I'll look it up and post it today for you.

Have you done a spark test while on the water to confirm you are losing spark?

It sounds like a carburation problem to me, but you could have low compression on a couple of cylinders. Might want to put a compression gauge on and test each cylinder. Don't really sound like a stator problem.
