1 bait!!! thats easy... a Skipjack head!!! you can catch both on that...
If i had to choose it would be a black perch or baby carp.
I personslly would use a bright orange belly sunfish/bluegill or whatever they are called! Pumpkinseed? heck I dont know, but the only 2 flats I have every caught was on a bright orange bellied bait!

One bait for both blues and flatheads? hmmmmmm:confused2:! Thats a hard one but I would lean toward the shad or skipjack. Although we have a lot of luck on creek chubs too! I would hate to fish with just one bait. I usually have mutiple baits when I go.

First off what the hell is a mooneye second I think imgoing to have to go with a pumpkinseed it worked for me in Dale Hollow lake and if any of you been there before to fish you know its a hard lake to fish and I caught my first flatty ever there on pumpkinseed:big_smile:
