I've never tried it, but I would guess that any heater with tip-over protection would be problematic on a boat.
One of those radiant heaters that screws directly to a 20# propane bottle might be your best bet. If you set the bottle in a milk crate, they're not too tippy, and could be pretty easily tied down.
