    It's a modified throw line.
    Basically, weight-15' rubber band----J-----line------J-------J-----J-------
It let's you to bring in and reset the line without constantily throwing it out.
They're real hard to find, but I believe I have a new one in the truck that I'll try to get a pic of tomorrow.

I've used them on the shores of Lake Erie. They were sold in the tackle shops there for the perch fishermen to use when catching schooling perch.

We just tied one end to a rock wieghing about a pound and the other to your line. Throw the rock out as far as you could, streching the rubber band and releasing your line. After baiting and releasing the line, it would take you back to where you caught the last fish each time. We never worried about retrieving the rubber band, just reel in after the days fishing and hope that the rubber band broke at the rock. If not, we just bought another.

They were great when fishing with many other people that couldn't cast a straight line.
