I know a lot of people comb out a nylon rope, but I learned a little different method. Buy a plastic-coated clothsline. Carefully cut off a section of the plastic coating, exposing the nylon strands inside. These aren't twisted, braided, or in any way fastened together. Cut off a length twice as long as you want your lure to be, then tie your fishing line to the center of that piece. The resulting 'lure' will flutter and float in the water almost as well as maribou feathers; I've even used it on jigs for other fish.
