For the last year I've been using shad.
Mostly live shad with some action, but I'm a Banker' so
I get tired of catching nothing and resort cut bait.
I cut it into 4 Sections.

    Section 1: Head
    Section 2: Body with Fins
    Section 3: Body No Fins
    Section 4: Tail

Section 1(head) is the best for me..most action.
Section 2, and 3 are tied: OK....but could be better.
    Section 4....Uhhhh...Never got a bite.

This seem to be the NORM for you all too?
And how often do you put fresh bait on?..(cut bait)

I've always had better luck using the middle with the guts inside. Have had some luck with heads. But, like you, I've never caught anything using tails.

Up here we mostly use cut herring, i catch more and bigger fish using the heads, some on the center none on the tails. I personally think that the reason the heads work best is because most fish attack bait fish head-on. Thats just my own observations, and may not necessarily be true.

With shad 4'' or less I use them whole and poke a few holes in them with my knife. Bigger shad I cut in half at a angle from the dorsal fin to anus, then I cut the fin off the tail to prevent wind-milling in current. Next I hook the head on first and then the tail. I only put the tail on because it is tougher and seems to hold the head on better.

Throw the tails away and as was mentioned try some fillets on the bigger shad. Change to fresh baits at least every 30 minutes with no action and re-locate where you throw it back out.

Every blue I have ever caught has been off of a herring head. I just cut the tail off and use the rest, unless I get a big one then I will cut in 3 sections. I always throw the tails away. I agree with the rebaiting every half hour or so, and if I dont get any action in that half hour, I move.
