I live in north San Diego and dream about going to the colorado river and catch Flats. I don't have a boat. Does anyone have any idea when is the right time to start fishing from the shore and any good spots for beginners that are easy to find and start up!

There aren't any flats here... stay home...

J/K .. When you start seeing the nighttime temps up above50's you can start coming along. If you fish the drainage ditches I can tell you some flats are being caught here already.... It's been in the 80's during the days. As far as spots.. well I suggest google earth and some driving around. Flats have been caught in the lagoons of some of the boat launch marina's even.
