I changed out 1 hydraulic hose and now it wont raise but will lower.
I have to disengage pump to lift up manualy.

Its an 86 merc. I took off the hose going to outboard cylinder turned pump on and let fluid come out than reattached and still wont lift.

I tried everything but towing it to a marine shop.

    Any suggestions????

I believe the proper sequence is to raise and lock the motor in its highest position. Add/Replace trim fluid. Run the motor through a minimum of three cycles of up/down, then leaving it in the highest position, refill the fluid level.

If your satisfied that parts okay, simply reverse the leads going from the electrical system to the trim unit. See if it works. If the same direction is received, one of the little regulators (forgot the actual name) is bad and needs to be replaced.

Sounds like you might not have enough fluid in it.
