I prefer any live or cut baitfish. It is my bait of choice 90% of the time.

If I had to list them in order of preference:

    Skipjack
    Gizzard Shad
    Bluegill
    Creek chubs
    Big minnows
    River suckers

I agree with you Joe,with the addition of:
    goldfish
    israeli carp
    small yellow bellies
and any of the above as cut bait.

    Live ait anytime for flatheads.

As far as channels goes, it depends on the water and time of year that you are fishing. I done better with mealworms and marshmellow combos in some waters and then other waters better on cut bait.

Blues is always nice big fresh cuts of fresh bait. You can match the hatch in your water as far as baitfish is concerned, or use frozen bait as well. I like mackeral but in some waters shad and skipajck is best.

Do you mean what is the best bait that you could use and catch any of the three on? If so I would go with cut shad! Can't go wrong with cut shad because all the catfish like it!

My favorite's cutbait for all of 'em. I just catch the same bait that the cats are feeding on in the waters I'm fishin'. But I've got ahold of a fish that broke my 20lb test in five seconds on a night crawler I found on the bank. So it all depends on what they're wantin' that day.
