Any fish legally taken in PA may be used for bait.

In response to the question of panfish being legal to use for bait. Refer to page # 32 of the 2007 Pa. Fishing Summary that comes with your fishing license. It clearly states that "Legally taken gamefish may be used as bait. It is unlawful to use or possess goldfish, comets, koi, and common carp as baitfish while fishing."
