Don't know about cats but we used to put it in the doughball we used to catch carp. They went nuts over it.

Soak Liver in it or add to your favoriate recipe. I have had some luck with Anise, I dont use it alot. Not for any reason, just use Garlic Livers more. Always forget to pick up Anise.

I've used anise with a whole cocktail of smelly stuff for cats in liver. It seems that anything with a strong smell that will leave a decent slick in the water for the cats to follow will work well. Even WD-40 lubricant, although it has some unsafe ingredients for the environment.

Just dump some of that stuff in the tub with the livers and let it sit out in the sun all day, also add any other ingredients you like, and you'll have yourself some grade A cat bait.

Vanilla, Anise, Garlic are all great additions to bait.

I would leave Cut bait alone, keep that scent right where it belongs.

But liver, shrimp, dough bait, use those, they work great.

Use can use either, make sure the salt is not iodized. I think it has a scent that the kitties dont like.

I cure my livers alot, if you need help with that just hollar. Stays on hook better and I have alot of luck with it.
