I heard on a in-fisherman episode once that its the protein in the body that attracts the cats to cut bait, as it becomes exposed by filleting, cutting, etc. Based on that I have always used the middle section as it has the highest protein contact of the three cuts we are talking about, the head would be second, with the tail having little to no protein at all,(thats why they rarely are taken by big fish). But i prefer my bait to be lively so, i rarely cut my bait, unless it is shad i am fishing with.

Bream get cut into chunks, shad and herring get sliced three times on each side but not cut all the way threw, if that makes any since

i like to use the heads and fillets if they are small i also important thing to do is take your knife and scrape off the scales this releases the natural oils in the fishes skin

Here's what I started to do last year. I take the bait and run the blade across the fish descaling it. Then I take and cut the belly porton out. Then I cut the head off and the tail and cut it into sections according to the fish size. Might not be the best way but I did see a significant increase in my catch rate which is good enough for me.

i use all of the fish except for the tail when i use cut bait dont matter what kind of fish i use for bait either.

i just cut them in half or thirds depending on size. all sections work, a bloody chunk is a bloody chunk. lol
