I really like this idea.
Years ago i was bass fishing with my dad in a spillway, and after getting bored from not catching anything I threw out my white crank bait and set the rod against the side of the boat, and just let it sit. I ended up catching a few good sized gar like that(fun for a kid).
Really interested in hearing about your results if you do in fact experiment with this. I was thinking about scent, maybe a small cotton ball soaked in attractant on one of the hooks? or maybe you could tip a hook with a piece of cut shad? I also thought about the alabama rig they started using for bass fishing(but a snag would be pretty expensive losing 5 swim-baits or crank baits). There are a few good articles that in-fisherman did on cranking for flatheads that can be found on their website in the archives, nothing about a stationary rig though. I THINK IT WOULD WORK!

We had a 73 lb flat caught here last yr on a 6-8 inch rubber swim bait been several caught on plastic worms,srank and spinner baits ya just never know. channels are pretty common here on plastic worms.

ive seen guys here in central oklahoma catch them off of white 4 inch swirly tail grubs and 5 inch plastic shad... matter of fact i saw a guy cast that 5 inch plastic shad the other night started talking to someone and just left it out there for about 10 minutes then when he went to reel there was a 32 pound flattie sitting on it...

Big crank baits at night along rip-rip. Thump the crap out of the rocks with your bait. It's getting more and more popular. It works well enough that there have been several articles in fishing mags the last few years.
Personally, I've have a lot more luck with live bait...

I've caught them on soft plastics jigged on the bottom and slow rolling Storm Shads. Flatheads are prolly not like bass where they chase down a lure. Most likely just laying there by a log or boulder and being opportunistic ambush predators they do what they do best by just waiting for something unfortunate to swim by and they bite it.
I would use a gob of worms before targeting flatheads with lures.

the guys i talk to here in oklahoma that use lures are in lakes.. the cast out let it hit the bottom and just bounce it twice let it sit a minute or two bounce it twice in a very slow retrieval
