Most States have A "normal high water mark" they go by as far as public and private waters. If The property is owned by the same person on both sides of the river , kind of hard to tie up to the bank.

When i was young ,i was taught, to get a farmers permission to fish the river in Illinois were i grew up.out here in Colorado lot of state land to hunt and fish, if the land is leased then it falls back to the permission thing again.

I would have left the area most quick then called 911 and reported a madman running up and down the bank with a gun threating folks and shooting. When the cops show up file a report for terrorists threats made by the guy. Cell phone video in court would have won your case.

I hope you have called the police about this by now. If not, I would immediately. You'll probably never go back there to fish, but what about the next guy. Is he a dead duck because he and the police are unaware that some vigilante with a gun is using deadly force to protect property rights?? I wouldn't want that on my conscience.

I catfish and fly fish a lot in the middle of nowhere, with no cell service and virtually no technology of any kind.

    I carry a .357 magnum with me. And I'm far more concerned about a 180lb hilljack than I am the 300lb black bear I might encounter. . . .

I agree you need to let the local police or game warden know.
