What is the best bait to use on the Minnesota river for flathead catfish?

I dont know about there but small blue gill is good, flathead bait

Don't rule out the fresh cut though. One of my Mates. Has bagged alot of nice flats on cut...

Keep it as an option Mate!!!!
Your right I've seen many a turtle caught on cut....
But I had an experience last year where I pulled a 24 and 26 lb flathead in with in 10 MIN on cut....
I'm not a cut fan personally like my contest partner is... but it will work in some instances.
