just wondering if the cats bite below the dam this time of year

i was down below the dam, chucking lures from the bank and i watched a boat land a cat. There were a bit aways...fishin below the spillway and they had one that looked to be in the 10lb range.
There have been 3-4 generators running lately...so fishing from the bank has been a bit tough.
