It's hard to tell from the picture.
Is the aluminum stained, or is it just a water scum?
I like to use "Simple Green (http://consumer.simplegreen.com/index.php)". You can dilute it or use it straight depending on the cleaning need. It will cut through a weekends accumulation of water scum and dirt in just minutes. (Plus, it's safe for the environment.)

If the aluminum is stained you may have to use a little elbow grease and a scotch brite pad.

Hull Cleaner is a mild acid and it works like a charm. It will remove the hard scum that some folks say can't be removed. I bought mine at Bass Pro but I'm sure your local marine dealer sells the stuff as well
