The reciprocal agreement with Arkansas states that either license is acceptable between the main levees of the MS River. There are exceptions for the White and Arkansas Rivers. Your AR license should make you legal on the bank at Tunica.
From the MDWFP:
The Mississippi Department of Wildlife, Fisheries & Parks and the Arkansas State Game and Fish Commission hereby enter into a cooperative agreement to recognize the resident sport fishing licenses, resident hunting licenses and the resident commercial fishing licenses of the two states on the flowing waters of the Mississippi River and all public waters between the main levees of the Mississippi River of the two states, excluding the St. Francis, White and Arkansas Rivers, this exclusion also includes all oxbow lakes whose entrance requires passage through the mouth of the St. Francis, White and Arkansas Rivers.
The following provisions shall apply:
Resident hunting and resident sport fishing licensees of either state shall abide by all laws and/or regulations pertaining to seasons, daily bag and creel limits, possession limits, size limits, tagging requirements and all other laws and/or regulations of the state in which the hunting or fishing takes place.
A. Resident Sport Fishing (excludes taking frogs)
A sport fishing licensee shall abide by the creel limits, size limits, and shall use trotlines and other fishing equipment in accordance with the laws and regulations (excluding frogs) of the state in which the person is fishing.

I got a personal problem that has popped up that threatened to impact my fishing. My freezer is full now!!!!!!
BUT!!! Not to fear, I am working on the problem as I type this. I carried some wild turkey, rabbit and catfish to the pastor of my church. There by creating some room plus giving me claim to a pastor's reward, per the Book! And I am defrosting some pork right now. Ha haaaa
So now I am free to pursue the mighty flat cat 50 pounder with my new, slightly used 209.
(fine print) The sender of this email is aware of the concept of catch & release. However, the catfish given away was channel and the sender recently discovered flathead are good to eat. Bring on the flathead for the skillet. The opinions expressed in this email are the senders and does in no way limit the actions of other fishers on said waters.

Thanks for posting the recip agreement, Joe.
I would've posted it, but I've been chasing down folks on a stolen 50 pound flathead incident today. :confused2: You'd be amazed what people will do for a crack rock.
Your AR license should make you legal on the bank at Tunica.
Technically, I really think that public notice only applies to water when it comes to fishing. An AR resident can fish the MS waters...so standing on the MS bank would really mean you need an MS license. But sitting in a boat in MS water you would be fine with AR resident license. I look at it and take into account the hunting part of the agreement. An AR resident can hunt on MS lands that lie on the west side of the river and a MS resident can hunt on AR lands that lie on the east side of the river, each with their resident licenses. But nowhere does it say an AR resident can hunt on MS land on the east side of the river with his AR license. Take duck hunting for example.....you can sit in a boat in the water on the border line lake or the river and you are good to go with your resident license (even though you may be in water of the other state), but the minute you step out onto dry ground, it's a different story.
But I don't think either state is going to get that picky with it.
Tell you what, I will double-check to make sure about bank fishing. I'm probably over-analyzing it, but I'd rather be safe than sorry.

Here is the MDWFP link:
http://www.mdwfp.com/level2/fisheries/fishing_ms_ar_agree.asp
The Arkansas law is a bit vague but seems to say the same thing. Only, it doesn't mention fishing specifically. This is what the AR regs say:
Reciprocal Agreements with Adjacent States
Mississippi and Arkansas jointly recognize the validity of Arkansas resident hunting licenses on Mississippi lands that lie west of the main channel of the Mississippi River. Mississippi resident hunting licenses are valid on Arkansas lands that lie east of the main channel. Resident license holders of either state may hunt migratory waterfowl only on flowing waters of the Mississippi River, on waters accessible by boat from the main channel of the Mississippi River or on state line lakes when the season is open in both states. The St. Francis, White and Arkansas rivers and their oxbows are excluded from this agreement. Floodwater which has overflowed natural banks is not included in this agreement. Hunters must obey the regulations of the state in which hunting occurs.

Well, I'll just tell you this. When we check folks on the ramp on the MS side of Tunica Lake, all we look for is a MS or AR resident license or a MS non-resident license. We don't ask if an AR resident fished from the boat or the bank. Everybody else who isn't a resident of MS or AR has to have a MS non-resident license to put in the lake from the MS side (if they are hunting or fishing, of course).
Like I say, it's a nit-picky thing that I don't think is a problem.
Arkie55
06-26-2006, 07:02 PM
Rob,
It would sure be nice if you could get the grey area cleared before we gather at Tunica. I'm sure none of us would want to risk a violation when a three or five day trip non-resident license would prevent it. That said, I think its great the Arkansas and Mississippi can support each state and the residence the way they do. It's the right thing to do for the sportsmen of both states.

I read the text of the recip agreement several times to be sure. It says the states will recognize the licenses "on" the flowing waters.
In my mind, that says no bank fishing with Arkansas license. No offense meant to anyone but it has been my experience that 3 out of 4 enforcement officers I run across are just doing their job. But that 4th one is a butt hole.
I sure would hate to meet up with number 4 while fishing from the bank without a Ms license at Tunica.
Anybody got room in their boat?

As of now, I have no one in my boat.
I didn't mean to lead anyone astray. I don't want to give anyone a false sense of security. I was only trying to help. The law is what it is. What it is, even the game wardens may not be able to tell you. No offense Rob. If in doubt, buy an out of state license or fish in a boat with your AR license. I'll be glad to take someone out. I may need a designated driver anyway...
OK, I have some questions for you guys that have fished Tunica before. How far is it from where we launch to the river? On the satellite map, it looks like it's several miles. Maybe 10 or so? Looks like a long ways anyway. Then, when on the river, what kinds of structure do you fish? It looks like the closest rock dikes or significant cuts are either 12-15 miles north or south of where the lake meets the river. Am I missing something?
Lngbo
06-27-2006, 12:02 AM
The river is right at the landing and the camping area is very close to the landing. There is water and toilet facilities there. There are dikes and sandbars very close to where we put in. I saw holes 40 and 60 feet deep. With fish lying in them, of course, they were not biting Saturday LOL. I did catch one small flathead and put it back before we left. It is a really nice area.

I got your answer; straight from the Chief of Enforcement:
As long as he has a resident license from either state covered by the reciprocal agrrement and he is fishing in the stateline waterway, he may stand on either bank.

Of course, we're all on the same page realizing that you cannot trespass on the bank, but if you have permission to be on the bank in a particular area, you're covered under the reciprocal agreement if you are a resident of one state or the other.

When I got there Friday afternoon, I learned the crew had tried to poison a pup!. I seems that some low-life had dropped a Lab/mix puppie and its toy off at the park and to fend for it's self. After testing the bug sprayer out in a hollow tree they found out that the pup was living in the tree.
A deputy sheriff patrols the park and was evidently a kind soul because he would bring the pup food, instead of calling the dog catcher. Coach called the pup Woodrow, some sort of pet name. OOPs!! All of the crew admitted that she was a sweet fairly well mannered pup but rather skittish. Somehow Woodrow doesn't seem like a fitting name for a well behaved young lady. An off remark to my wife on the phone Sat. night became a directive. " If you can catch it and bring it home, we will find it a good home." Some unsuccessful attempts were made to catch her including "Cowboy Adams" and his trusty lasso. We devised a plan to catch her this morning with a dip net and hope we could get her in the truck without getting bit.
She seemed to particulary enjoy chasing along beside my wheel chair so I took her out for a run this morning before we tried to net her. When we got back to the camp site, Coach was positioned with his net. I reached toward her to tell her she was a good girl. She stood still while I petted her head then allowed me to reach down and pick her up without any resistance what so ever.I think she sensed that we were trying to help her. I placed her on the front truck seat, and she layed down like she had been waiting for a truck ride. After loading my chair and saying my goodbyes, little "Tunica" and I started our drive home. She snuggled close to me and rode .She would occasionally look out the window and on one occasion she made a kind of whimper for a second or two, then settled in for the ride. I petted and stroked and sweet talked her on the way, like all pretty girls expect.:smile2: When we got home and unloaded my dogs all ran out to check her over, but she wasn't afraid of them. After watching my pups use the doggie door twice, she figured it out. I don't think she is a dummy.
The woman next door to me lost her dog on Fri. old age, blind, and the hips went out. We are waiting to see her to see if she would like to adopt this one.
Nine grouchy old catfishermen were all of the opinion that we would like to kick whomever's butt that abandoned her out there.
Oh! and yes we brought her toy too. It is dirty, smelly and ugly but it was all she had, so I didn't dare leave it.
So now you have my story of Woodrow.

So glad you all were able to catch the pup, she was sweetie and will make a nice pet. The fishin hole north was not great, I think the swimmers ran the fish off. It was a good time, but I had to get to church. We have got to do it again soon. Now that I know my little boat will take the Mississippi. It is one great camp site and good friends makes it that much better. Good meeting guys that I have only seen online.

My sun burnt neck has cooled a little!
I appreciate Joe & Buster taking me out in thier boats. Joe finally put me on a couple fish around 1:30 p.m. after fishing all day. It was slow.
Buster and I set jugs in the late afternoon in a still water pool he had found and caught a couple cats and a big gar. We were "intertained" by some young people splashing, wrestling, streaking and generally trying to embarrass us old dudes. We needed a bar of soap and a big stick.
I lost some fear of the big river but still am amazed at the speed of some of the current. Still not sure if I want to venture out alone in my boat.
Disappointed that I didn't catch a flathead but haven't given up just yet.

I chatted with Dennis (tinboat) and Steve (coach) yesterday evening after their respective returns home from the gathering. Glad your Tunica gathering was a success and that everyone had a good time. Congratulations, Mac, on your new grandchild. And of course, Dennis Barnes and his lovely wife would never leave a stray little girl to fend for herself! Dennis helped me learn my way around the BOC, thanks Dennis. Very nice story, have you found a home for Tunica yet?

I had a great time at Tunica too! The fishing was a bit slow for me and those that I did catch were nothing to brag about. It was fun anyway. I got to meet some new brothers and see some friends that I hadn't seen in a while. The second list includes 'sometimes-shows Danny Neldon' and family.
We had a lot of laughs and ate some fine food (which no one really expected--Thanks Jimmy and Danny). I learned about the Dupont Spinner...among other things. Charles' brother Eddie told a fantastic fishin story about how a fish broke his 65 pound test. :sad2:
I'm glad to hear that all turned out well for Woodrow too. They were scheming about how they were gonna get her in Dennis' truck when I pulled out. I'm sure she will make someone a wonderful pet!
Robert, sorry I wasn't able to put you on more fish. We gave 'em a good effort though. It was great hanging out with y'all again! When are we gonna do it again?
I have a couple of pics that have to be resized.....

Coach, that made me remember something as well. If you are going to be in Tunica and fish the way they fish, you'll need to ask Charles about chicken livers, stink bait and worms. They even talked a little about coconuts too...
Mac, glad you made it home without any problems. Congratulations on the new grandbaby!

Charles, thanks for the invitation to a fine gathering.
Joe, thanks for some fine pictures to share. I'll point out, Tunica1 is Danny. Says he'll be joining this bunch as soon as he can.
That old box fan had a old bad cord at the motor, should of taken time to repaired it, it would of helped some. I'll build a new box for it and be ready for the next one.
When are we meeting close by again?
